Programme Officer - Temporary Vacancy (Maternity Cover)

Denmark is a long-standing bilateral partner to Uganda in areas of Good Governance, Human Development and Growth. The overall objective of Denmark's development coorporation is democracy, good governance and human rights and support to Uganda's stabilising role in the region. The Danish Embassy has a new Country Programme (2018-2022) with two thematic programmes: Uganda Programme for Sustainable and Inclusive Development of the Economy (UPSIDE) and Uganda Programme for Governance, Rights, Accountability and Democracy (UPGRADE).

The Embassy is looking for a temporary Programme Officer under the UPGRADE programme for a period of 6 month. The UPGRADE team is responsible for the management, implementation and monitoring of the Danida engagement in governance, rights, accountability and sexual reproductive health and rights. The applicant should be available from March to September 2019.

Main Responsibilities

  1. Management of the Sexual Reproductive Health and Rights Programme.
  2. Active representation of Denmark in relevant dialogue fora with the Government of Uganda, other development partners and civil society.
  3. Management of the bilateral project support International Criminal Court (ICC) field office Kampala.
  4. Management of Peace and Reconciliation Programme in partnership with the Acholi Religious Leaders Peace Initiative.
  5. Provide Embassy colleagues with strategic advice to facilitate effective policy dialogue within their respective areas and participate in management of development programmes as may be assigned.
  6. General day-to-day programme administration; timely follow up on budgets, disbursement planning, financial reporting and audits.

The actual portofolio might change based on the successful candidate's overall profile.


A minimum of a master's degree in a development related discipline (Political Science, International Relations, Development Economics, and Public Administration and Management).


  • A good understanding of Ugandan domestic politics, regional politics and security as well as development aid.
  • Experience in management of development programmes, incl. financial management, aid effectiveness, donor coordination and harmonization. Experience with Danida's Aid Management Guidelines a large asset.
  • Willingness and ability to work for the priorities and interests of the Danish Government.
  • Experience working with governments, development partners, multilateral organizations and civil society.
  • Strong analytical and writing skills.
  • Good operational and general day-to-day programme administration skills.
  • Well-developed communication skills in English, both verbally and in writing.
  • The ability to communicate in Danish will be regarded as an added advantage.
