CALL FOR EXPRESSION OF INTEREST
The Danish Embassy in Kampala is pleased to announce a call for expression of interest for the future Uganda Refugee Resilience Initiative (URRI). Details on the Call for Expression of Interests
Under the Uganda Bilateral Development Programme 2023-2028, Denmark aims to promote sustainable and durable solutions for refugees and host communities. Central to this, Denmark aims at promoting climate-resilience for refugee and host communities through strong focus on climate adaptation.
As part of this, Denmark will fund the Uganda Refugee Resilience Initiative (URRI) with an expected budget of DKK 200 million, subject to annual parliamentary appropriation. Additional funding may become available. URRI will be implemented by one or more consortia to be identified through a Call for Proposals (CfP), initiated with this call for expression of interest.
The objective of URRI is to contribute to enhanced climate resilience of women, men and youth in refugee and host communities and promote inclusive, cohesive, and environmentally sustainable development in refugee-affected areas in line with local priorities.
The proposed projects under this call will contribute to the following overall outcomes:
1. Enhanced climate adaptation and resilience for women, men and youth in refugee and host communities through inclusive climate-smart agriculture
2. Sustainable management of the environment in refugee-affected areas through inclusive interventions leading to enhanced conservation of natural resources, biodiversity, ecosystem services, and productivity
3. Enhanced gender equality and women’s empowerment and rights among refugees and host communities in relation to agriculture, climate change adaptation and sustainable management of the environment
URRI will be implemented in four geographical lots specified in the background information and guidelines for this call.
The CfP has three steps:
1. Expression of Interest: Potential lead organisations
are invited to submit an Expression of Interest to be evaluated.
2. Concept note stage: Selected lead applicants and their
consortium members will submit concept notes. Concept notes will be scored
based on pre-defined criteria and a number of consortia will be invited for
interviews, virtually or in Kampala.
3. Full proposal stage: Up to four (4) consortia are
pre-approved and invited to submit full proposals.
At the time of the Expression of Interest only potential lead applicants are invited to submit expressions of interest. A lead organisation must be a current recipient of Danida funds, including through funding windows such as, but not limited to, the Strategic Partnership Agreement, Danida Green Business Partnership and Danida Market Development Partnership. Further eligibility criteria are specified in the guidelines for application.

must contact [email protected] to receive the material for the Expression of
Interest. The material consist of 1. Background information, 2. Guidelines for
Application, 3. Expression of Interest format, and 4. A summary of Denmark’s Uganda
Strategic Framework.
OBS: Please note that an addendum to the material was made and sent out to all who had requested for the material prior to the addendum was made on 9 Nov. Everyone who has requested for the material since has received the addendum along with the four documents above. If you have not received the addendum please contact [email protected].

The deadline for additional follow-up questions after the information session was 12:00 noon, 13 November 2023. All answers to questions are uploaded to the Embassy website below.
Expression of Interest deadline
The deadline for submission of Expression of Interests is 20 November 2023, 11.00 am EAT. Expression of Interests are to be sent by e-mail to [email protected]. A confirmation of receipt will be forwarded – importantly the Embassy needs to receive the Expression of Interests before the deadline.
